Mohammad Masoumy, MD, MS, FACS

Interim Division Chief, Plastic and Reconstructive Surgery

Associate Program Director

Mohamad Masoumy, MD, MS, FACS serves as Interim Chief of the LSU Division of Plastic and Reconstructive Surgery, as well as Associate Program Director of the Plastic Surgery Integrated Residency Program.

Dr. Masoumy completed his undergraduate education at the University of Illinois, Urbana-Champaign. He subsequently completed a general surgery residency at the Medical College of Georgia and a plastic surgery residency Emory University, followed by a fellowship in Craniofacial Surgery at Texas Children’s Hospital of Baylor University in Houston.

Dr. Masoumy carries a busy practice at Children’s Hospital and helps lead both the Craniofacial and Vascular Anomaly multidisciplinary teams. He provides the full range of pediatric plastic surgery in addition to gender-affirming care to young people at Children’s. He is presently the only reconstructive surgeon to offer microtia reconstruction in the entire state of Louisiana.


Charles L. Dupin, MD, FACS

Charles L. Dupin MD, FACS is Program Director of the LSU Plastic and Reconstructive Surgery Integrated Residency Program and Professor of Clinical Surgery.

Dr. Dupin has served as Program Director of the plastic surgery residency for more than 20 years.  He served as Chief of the Division from 2005 through 2015.

He did his undergraduate studies at the University of Southwestern Louisiana and received his MD degree from Tulane University. Following his medical school training, he attended the Navy  Aerospace Medicine Institute and served as a flight surgeon in the Navy during the Vietnam conflict. He then completed a residency in Otolaryngology and Head and Neck Surgery at Tulane University, but finally decided that Plastic Surgery was to be his career and completed a residency at the Lenox Hill hospital in Manhattan.

He returned to New Orleans and began the private practice of plastic surgery but missed being involved in resident education. He was asked to become Program Director by Dr. Robert Allen who was Chief of the Division at that time.  As Program Director, he administered the Independent training program at LSU and was greatly responsible for resurrecting the program after Hurricane Katrina in 2005.  Due to his work and with the cooperation of many leaders in plastic surgery, LSU residents were back in training in New Orleans 6 months after the storm.

Dr. Dupin worked in close association and under the leadership of Dr. Allen in the development of the perforator flap concept.  He was involved in the first 9 international meetings during the development of this exciting and innovative concept. He and Dr. Allen were awarded the James Barrett Brown Award for the best Plastic Surgery paper in the English literature for their report on the first large series of perforator flaps.

Dr. Dupin was asked to rebuild the Plastic Surgery section at the Veteran’s Hospital in New Orleans in 2019 and is now Chief of the Division at the VA. Dr. Dupin also staffs a clinic at UMC with a particular focus on facial plastic surgery, body contouring, and microsurgical reconstruction.

Robert Allen, MD

Robert J Allen, Sr, MD, FACS

Robert J. Allen, Sr. MD, FACS, pioneer of the DIEP flap and perforator flap-based breast reconstruction, is the former division Chief and Clinical Professor of Plastic Surgery at LSU.

Dr. Allen received his Doctor of Medicine degree from the Medical University of South Carolina.  He completed a general surgery residency and an independent plastic surgery residency at LSU. Following his plastic surgery training, he became a microsurgery fellow under Bill Shaw, MD at New York University Medical Center. Dr. Allen served as chief of the Division of Plastic Surgery at LSU from 1998 to 2005. 

Dr. Allen is renowned for his pioneering work in the discovery and development of the DIEP flap.  He was on the faculty of more than a dozen international meetings during the development of this innovative technique.  This concept has become the gold standard in free flap breast reconstruction as well as many other applications in reconstructive surgery. On September 27, 2023, he completed his 5,oooth DIEP flap procedure!

Dr. Allen serves on the Editorial Board of the Journal of Reconstructive Microsurgery, the Annals of Plastic Surgery, and Breast Diseases: a yearbook. His contribution to literature has been enormous with over 100 peer reviewed publications, 180 presentations and a number of book chapters. Dr. Allen continues to pursue his clinical research and surgery, focusing on breast reconstruction. He is a director of the LSU Microsurgery Fellowship.

Hugo St-Hilaire, MD, DDS, FACS is Professor of Clinical Surgery and former Division Chief of LSU Plastic and Reconstructive Surgery.

Dr. St-Hilaire was born in Canada and attended the University of Quebec for his undergraduate studies.  He remained in Canada for dental training and received an MD at Mount Sinai in New York. He then undertook training in Oral and Maxillofacial Surgery at Sinai, completing his training in 2005. However, he saw the breadth of Plastic Surgery and decided to pursue Plastic and Reconstructive Surgery at LSU.  While in the midst of his training at LSU, Hurricane Katrina struck New Orleans and Dr. St-Hilaire was sent to Johns Hopkins plastic surgery in Baltimore, where he encountered Ed Rodriguez, MD, DDS.  Inspired by the craniofacial and microsurgical effort there, he decided to pursue Craniofacial Surgery and completed a Craniofacial and Microsurgical fellowship at Hopkins after completing his residency training.

Since that time, he has proven to be an outstanding clinical surgeon, serving as Chief of Pediatric/Craniofacial surgery at Children’s Hospital New Orleans as well as a very productive and innovative researcher. Dr. St. Hilaire was appointed Chief of the Division of Plastic Surgery in 2015, a role in which he served until 2023. During his tenure, he doubled the number of faculty, transitioned to an integrated program, and became and continues to be a great inspiration to his residents.


Kamran Khoobehi, MD, FACS

Professor of Clinical Surgery

Kamran Khoobehi, MD, FACS serves as Educational Director of the Aesthetic Surgery rotation and is a clinical Professor of Surgery.

Dr. Khoobehi completed his undergraduate training at the University of North Texas, received his MD degree from St. Louis University and completed five years of surgical training in general surgery at LSU. He then completed his plastic surgery training at LSU in 1997 and entered private practice in New Orleans following his training.

Over the years, he has established a comprehensive multidisciplinary aesthetic practice.  He was instrumental in the development of an accredited multi-surgeon outpatient surgical facility which is dedicated to aesthetic surgery.

He is an internationally recognized expert in the use of lipo-injection for both aesthetic and reconstructive purposes, and reaches over 50,000 followers via his Instagram page. He is the author of 11 peer-reviewed articles and two book chapters.

For the past 10 years he has become a devoted teacher of aesthetic surgery to LSU residents.  We spend quite a bit of time under his mentorship and learn both the art and business of aesthetic surgery. 


Hamid Massiha, MD, FACS

Professor of Clinical Surgery

Hamid Massiha, MD, FACS is a Clinical Professor of Plastic Surgery and Director of the Resident Aesthetic Clinic.

Dr. Massiha recieved his medical doctorate from Tehran University in 1966 before completing a General Surgery residency at St. John’s Mercy Medical Center in New York. He then trained in Plastic Surgery at LSU before completing an additional fellowship at NYU.

Dr. Massiha’s 50-year career in aesthetic surgery is remarkable and he loves to share his wisdom and experience with our residents. He plays a major role in staffing cases at the resident cosmetic clinic, guiding senior residents but allowing for significant autonomy.


Michael Moses, MD, FACS

Professor of Clinical Surgery

Michael Moses, MD, FACS is a Clinical Professor of Plastic Surgery.

A native of New Orleans, Dr. Moses attended Yale College before returning to Tulane for medical school. He subsequently completed a General Surgery residency at Yale followed by a Plastic Surgery residency at Harvard and a Craniofacial fellowship at Boston Children’s Hospital.

Dr. Moses founded the Cleft and Craniofacial team at Children’s Hospital many years ago and now has the privilege of seeing patients that he operated on as infants now as adults. He maintains a successful private practice and was recently honored as one of the “Best Doctors in America,” all while continuing to staff the Craniofacial clinic at Children’s and teach residents cosmetic surgery.


Jonathan Boraski, MD, DMD, FACS

Associate Professor of Clinical Surgery

Jonathan Boraski, MD, DMD, FACS is Chief of Surgery at West Jefferson hospital, as well as a major faculty member at UMC.

Dr. Boraski received a BA from the University of Vermont, he originally decided on dentistry and received a dental degree from Tufts University in Boston.  He then completed training in Oral and Maxillofacial Surgery at Emory University. While pursuing a career in oral surgery, he became increasingly interested in plastic surgery and decided to pursue further training.  He subsequently completed a residency in general surgery at Tulane University before transitioning to plastic surgery at LSU.

Following his training at LSU, he entered private practice at West Jefferson.  His primary interest was in general reconstruction and microsurgery.  His training in oral surgery was useful in treating major craniofacial injuries resulting from the industrial West Bank location. He also became a medical leader, with multiple terms of service as Chief of Surgery and Chief of Staff at West Jefferson and mentoring a generation of residents along the way. He now staffs cases at UMC on a weekly basis, in addition to his duties at West Jefferson.

Dr. Boraski arguably has the most fun operating out of all the faculty; the fun carries down to the residents operating with him.


Kelly L. Babineaux, MD

Kelly L. Babineaux, MD serves as Co-Service Line Chief at University Medical Center and an Associate Professor of Hand Surgery.

Dr. Babineaux is a graduate of Louisiana State University in both undergraduate and medical school.  She decided on surgery and completed a general surgery residency, also at LSU. During her general surgery training, she became interested in surgery of the hand and sought out a fellowship in hand surgery.  She finished her fellowship in Hand and Microsurgery at Yale University, and we were indeed fortunate to recruit her to LSU, within the division of plastic surgery. She subsequently obtained a Certificate of Additional Qualification in surgery of the hand. 

Dr. Babineaux has built a formidable service in hand surgery, primarily at our teaching hospital, University Medical Center.

She is a devoted teacher and is widely admired by the residency corps.  She has contributed to the literature in hand surgery, primarily in the area of hand trauma, which is in abundance at UMC.


Brett King, DDS

Associate Professor of Clinical Surgery

Brett King, DDS is Service Line Chief of Oral and Maxillofacial Surgery at Children’s Hospital; he also holds an appointment within the division of Plastic and Reconstructive Surgery. At Children’s, he is a key member of the Craniofacial team and works heavily with our residents.

Dr. King attended Tulane University for his undergraduate education where he studied history and architecture. Following university, he spent a year in Japan teaching English. Dr. King graduated from Northwestern University Dental School in Chicago, Illinois and completed a residency in oral and maxillofacial surgery at Loma Linda University Medical Center in California and a residency in dental anesthesiology at Mt. Sinai Hospital and School of Medicine in New York City. Dr. King practiced in New York City for 10 years before returning to New Orleans in 2014.

The plastic surgery residents love working with Dr. King for his operating skills and witty humor.

Daniel J. Womac, MD is an Assistant Professor of Clinical Surgery. 

He completed his undergraduate studies at Loyola University in New Orleans, graduating Cum Laude in 2003.  He received his medical degree from Tulane University School of Medicine in 2007. Following completion of his medical training, he undertook a residency in General Surgery at the Medical University of South Carolina. He then came to LSU for an Independent residency in Plastic Surgery before joining the clinical faculty.

Currently, Dr. Womac splits his time between his private practice and UMC, where he performs microsurgical breast reconstruction, gender-affirming top surgery, and general reconstruction/limb salvage. He is the author of multiple articles and presentations during his tenure at LSU.

Dr. Womac also makes the best crawfish in New Orleans. He typically hosts a crawfish boil each year for the residents following the in-service training exam.


Jennifer Lavie, MD

Assistant Professor of Clinical Surgery

Jennifer Lavie, MD is an Assistant Professor of Clinical Surgery and the LSU Medical (and Visiting Away) Student Plastic Surgery Rotation Clerkship Director.

Dr. Lavie is originally from New Orleans and obtained her medical degree from LSU before staying for her integrated residency training, graduating in 2021. She then completed the prestigious Pediatric Plastic Surgery fellowship at the Hospital for Sick Children (SickKids) in Toronto, Canada where she was mentored by several giants in pediatric plastic surgery.

Since returning to our program, she has quickly become a powerhouse on the already distinguished team at Children’s Hospital. Dr. Lavie cares immensely for her patients and the resident squad; we are so grateful to have her back.


Matthew Bartow, MD

Matthew Bartow, MD is an Assistant Professor of Clinical Surgery.

Dr. Bartow completed a Master’s degree in Molecular Pharmacology at Tulane University before obtaining his medical degree at LSU. He stayed on for his integrated plastic surgery training and graduated in 2021 before completing an additional fellowship in Aesthetic Surgery with Dr. Grady Core in Birmingham, AL.

Following an enriching fellowship experience, Dr. Bartow sought to return to home to the Crescent City and serve the people of New Orleans. Dr. Bartow covers both trauma and reconstructive cases at UMC in addition to his cosmetic practice.


Omer Kaymakcalan, MD

Assistant Professor of Clinical Surgery

Omer Kaymakcalan, MD arrives as the newest faculty addition to the LSU Plastic Surgery residency program.

A native of Chicago, Dr. Kaymakcalan graduated from medical school at the University of Illinois College of Medicine before completing a general surgery residency at Stony Brook University and a research fellowship at Weill Cornell School of Medicine. He then returned to UIC for his plastic and reconstructive surgery training before culminating his training at the University of Louisville’s Kleinert Hand Fellowship.

Since arriving in New Orleans, Dr. Kaymakcalan has quickly become at home tackling complex limb salvage and extremity reconstruction cases at UMC, all while building his new hand practice. His affable charm and thoughtful insights have made him a new favorite among the residency corps.


Michael Hanemann, MD

Assistant Professor of Clinical Surgery

Michael Hanemann, MD serves as Co-Educational Director of the Baton Rouge rotation.

Dr. Hanemann is a graduate of of the LSU School of Medicine, where he obtained both his medical doctorate as well as completed a residency in Otolaryngology. Dr. Hanemann subsequently a second residency in Plastic and Reconstructive Surgery at the University of North Carolina, Chapel Hill.

Dr. Hanemann has served as the president of the Louisiana Society of Plastic Surgeons and the president of the Capital Area Medical Society. He is currently a board member of the Southeastern Society of Plastic and Reconstructive Surgeons (SESPRS) and a member of the Louisiana State Medical Society’s Council on Legislation.'

Dr. Hanemann’s community practice focuses on aesthetic surgery and breast reconstruction. Both LSU and Tulane Plastic Surgery residents greatly appreciate the opportunity to work with him and obtain a deeper understanding of community plastic surgery.


Ruston Sanchez, MD

Assistant Professor of Clinical Surgery

Ruston Sanchez, MD serves as Co-Educational Director of the Baton Rouge rotation.

Dr. Sanchez is originally from Baton Rouge and obtained his medical degree from LSU. He then completed an integrated Plastic Surgery residency at the University of Wisconsin before returning home to Baton Rouge to start a career in private practice. However, Dr. Sanchez remains passionate about medical education and holds an appointment at LSU; during residency, he received the Layton F. Rikkers Education Award recognizing outstanding contributions to medical student education. Dr. Sanchez is also an accomplished medical illustrator and his artwork has been featured on the covers of several scientific journals, including Plastic and Reconstructive Surgery, the highest impact peer-reviewed plastic surgery journal in the world.

Dr. Sanchez also holds the position of Chief of Plastic and Reconstructive Surgery at Our Lady of the Lake Medical Center in Baton Rouge. The residents have a phenomenal time rotating with Dr. Sanchez practicing the full gamut of plastic and reconstructive surgery.
